This mod uses OpenIV Package Installer, see how to install this kind of mod here
Using OpenIV install the .OIV packages that are inside the zip file you downloaded.
Case your game crash at loading story mode, you need to apply this FIX for added peds/props:
Don't forget to install the NIBShDotNet plugin (that includes the NIBMods Menu)

Controls
Menus:
Ctrl + N - Show mods menu
Up, Down, Left or Right (also numpads 2, 4, 6 and 8) - Navigate
Enter or Numpad5 - Select item
Numpad0 or Backspace - Previous menu/Close menu
In controller:
Hold DPad Left and press X to show the NIBMods menu
Up, Down, Left or Right - Navigate
A (Sprint) - Select item
B - Previous menu/Close menu
Gameplay - Keyboard:
Press Ctrl+Zero (the zero close to P key) to see the NIBMods spawn menu
R - Special Attack, hold to charge/keep)
E - Hold to select special attack
Left Mouse button - Melee attacks, hold to charge the melee attack
Space - Toggle flight, hold to charge fast flight or hold to increase fast flight speed
Tip: Hold space bar and keep to start Hyper flight, keep holding space to keep flying up, this way you can go to space very fast with Superman :)
Q - Grab target, hold to change grab animation
Q (Hold) - Determine grab animation, use mouse scroll to navigate in the menu
Ctrl+Q - Gently grab/carry targeted person
Q with grabbed entity - Release
Tip: Hold Left Mouse button with grabbed heart/head to smash the heart/head
Left Mouse button with grabbed entity - Throw
Press 1, 2, 3, 4, 5 or 6 to perform the default special melee attacks, you can change those hotkeys/attacks in the mod menu (Set hotkeys for special attacks)
F - Enter targeted vehicle
F (Hold) - Determine enter vehicle modes, use mouse scroll to navigate in the menu
Aim (Hold) - Set multiple targets for attacks and special attacks, release to perform attacks
Gameplay - Controller:
Right trigger - Special attack
B - Melee attacks
X - Toggle flight
Y - Grab target (hold aim to enter vehicle)
DPad Right - Hold to show special attack menu
DPad Left - Aux button (Must hold to use following controls)
Y - Carry ped
Right Trigger - Enter vehicle
Right Shoulder - Vision mode
B - Teleport
Left Trigger - Lock current target
Left Shoulder - Toggle Glowing Eyes
