Step 1 - gameconfig.xml
Download this gameconfig (The one for Enhanced, name may change with time):
Open the zip file and open the folder "Gta Config Enhanced v2.1 for Safehouse in the Hills" (Or the one mentioning Enhanced, those names may change with time)
Open the folder "Stock Traffic (Means Gta base)", extract the gameconfig.xml to your desktop
Run OpenIV, choose the game, wait it load, click in Edit Mode to enable edit mode and navigate to "mods\update\update.rpf\common\data"
*Important: If you don't have the file in mods folder you should navigate to:
"update\update.rpf\common\data" and then click in the indicated button to Copy the file to mods folder. *
In the top menu, click in New, then click in Add and choose the gameconfig.xml file you extracted earlier
Now right click the gameconfig.xml file inside OpenIV and click in Edit:
Step 2 - dlclist.xml entries
Right click the file dlclist.xml (that is located in mods\update\update.rpf\common\data), click in Edit and then find the lines with the following entries and delete each line:
mptuner, mpsecurity, mpsum2, mpsum2_g9ec and mpheist4
If you don't use MP vehicles/peds/objects launched since 2023 in single player mode, you also can remove those entries:
mp2023_01, mp2023_01_g9ec, mp2023_02, mp2023_02_g9ec, mp2024_01, mp2024_01_g9ec, mp2024_02, mp2024_02_g9ec, mp2025_01, mp2025_01_g9ec, mp2025_02 and mp2025_02_g9ec
Click in Save button

Packfile & Heap Adjusters
In my tests i didn't had to use those plugins in GTA 5 Enhanced, just the gameconfig.xml and the dlclist.xml entries delete was enough
